The IELTS is British and has the same purpose as the TOEFL test. The IELTS has Academic and General Training versions. People trying to get into university take the Academic test. The IELTS is offered in Yangon and many cities throughout Southeast Asia. The IELTS tests all four skills: reading, writing, listening and speaking.
